As the Chair of the Super Bowl 50 host committee, Daniel left the city with a $4.8 million dollar public safety bill

  • Daniel promised that fundraising would cover all expenses including the police. But a Jan. 15, 2013, letter signed by Police Chief Greg Suhr states that the department “shall provide all law enforcement and public safety services” at “no cost, expense or liability to the NFL or the teams.”…. The events in San Francisco are being organized and paid for by the Super Bowl 50 Host Committee, but the city will have to pitch in $4.8 million

 

Mayor London Breed

Mayor London Breed’s administration has been rife with corruption and cronyism top to bottom, including within her personal circle. 

Mayor London Breed has been personally fined for violating the city’s ethics and campaign finance laws. 

  • Gifts/corruption
      • Skirts campaigns laws – over limit contributions
        • Then-Supervisor London Breed, in 2015, asked restaurateurs Nick Bovis and John Konstin to provide $1,250 each for a Pride float. This donation was structured as a campaign donation — and the amounts in question both exceeded the $500 campaign donation limit and were not reported by Breed’s campaign
        • Mayor Breed, in 2019, accepting some $5,500 in “gifts” from then-Public Works boss Mohammed Nuru — her former romantic partner and self-described longtime friend — for auto repairs and rental car payments
        • Other high profile gifts include trips to Hollywood movie screenings and trips to Paris
  • Unethical Behavior
    • Mayor Breed, in 2018, used what amounted to mayoral letterhead while requesting then-Gov. Jerry Brown grant clemency to her long-incarcerated brother — in violation of city rules

Providence Foundation

  • Providence Foundation operates the Oasis Hotel, a shelter for families experiencing homelessness.
  • San Francisco nonprofit Providence Foundation is being accused of fraud. “We discovered through our investigation that Providence was defrauding the city by submitting false invoices and as a result over $100,000 dollars of public monies that were supposed to benefit individuals experiencing homelessness were not being used for their proper purpose and has disappeared,” said City Attorney David Chiu.“Our office is going to be seeking the debarment and suspension of a nonprofit called Providence Foundation. Providence Foundation for a number of years has been providing services to the city to address the needs of families who are homeless,” said Chiu.

Dream Keeper Initiative

    • Managed by Sheryl Davis and her Human Rights Commission staff, a close longtime friend of Mayor London Breed 
    • But the Dream Keeper Initiative has also come under scrutiny multiple times this year. In February, city investigators found that a recipient of Dream Keeper funds, J&J Community Resource Center, spent at least $100,000 on cigars, booze, and motorcycle rentals
    • Davis came under particular scrutiny for failing to disclose her relationship with James Spingola, head of the nonprofit organization Collective Impact. Specifically, Davis signed off on $1.5 million in contracts from her department for Collective Impact—indirectly to her own benefit, because Davis and Spingola shared a home and car.
    • In September 2024, Mayor Breed admitted that she was aware of Davis’ “very close” relationship with Spingola. 
  • Last month, the San Francisco Chronicle reported that Urban Ed Academy, which received Dream Keeper Initiative funds, had hired few teachers in the city; instead, many of the jobs benefitted Oakland nonprofits or public schools. Davis, who also leads the SF Human Rights Commission, is the subject of a whistleblower complaint containing 20 allegations of impropriety, The Standard reported in July. 
    • African American Art & Culture Complex, a nonprofit that helped launch San Francisco Mayor London Breed’s political career, violated state law by receiving $3 million in city funds through Dreamkeeper Initiative while being legally barred from doing so.

Mayor London Breed’s behest payments reveal corruption and pay-to-play

  1. Mayor LondonBreed’s behest payments reveal deeper connections to some of the city’s most corrupt individuals: Victor Makras and Dwayne Jones, both of whom were arrested on charges relating to public corruption investigations, gave thousands  to the mayoral inaugural funds at Breed’s behest.
  2. At Mayor London Breed’s behest, $1.5 million was directed to Collective Impact, a nonprofit mired in a self-dealing and conflict-of-interest scandal: Breed’s ties to Sheryl Davis, the former chief executive of the Human Rights Commission, are more deeply fleshed out from a different angle with these payments.
  3. Mayor London Breed’s behest payments show funds have been directed to ineffective programming. She directed $7.7 million to an effort to reduce youth homelessness by 50% over four years—instead, the program only reduced it by 6% though it succeeded in other metrics like rapidly rehousing over 400 people.
  4. Mayor London Breed could be depicted as a pay-to-play politician, having traded commission seats for payments made at her behest. In January 2021, she gave a commission seat to Farah Makras, wife of convicted bank fraudster Victor Makras, on the Asian Art Commission. She has also provided generous tax benefits for her behested payors through cutting taxes or waiving them entirely for them. Breed has also carried legislation otherwise benefiting her payors.

    • The San Francisco District Attorney’s Office has charged a city human resources manager for allegedly aiding another city official suspected of running a kickback scheme in exchange for city contracts, according to the complaint. 

Public Safety Nonprofit Head Charged With 34 Felonies Related to Misappropriation of Public Funds
